The [State]1 Government may, within five years from the publication of any notification under section 17, revise any arrangement made under section 13 and 16 and may rescind or modify any order made under this Chapter, and direct that any one of the proceedings specified in section 13 be taken in lieu. of the other of such proceedings, or that a right admitted under section 12 be commuted in the manner mentioned in section 14.
