Sbtutes how to be made : (1) The first statutes lramed by the Board of Governors shall be submitted to the State Government for its approval; which may within three months ,rom the receipt of the $alutes give ib ap- proval with or without modiflcations ; 186 (2) Where the State Government fails to take any decision with respect to the approval of the Stalutes within the period specified under sub-section (1) it shall be deemed to have been approved by State Government;
