The Academic Senate : (1) TheAcademic Senate shall conslst of the following, namely: (a) Vice Chancellor (b) Pro Vice Chancellor (c) Registrar (d) OneAcademician nominated by the Chanc€llor (e) Four faculty memb€rs nominated by the Vice Chancellor (f) Dean of allthe hculties of the University (g) Four extemal experts nominated by thB sponsoring body (2) The Vice-Chancellor shall be the Ex-Officio Chairperson of the Academic Senate and the Registrar shall be the Ex-Officio Secrctary of the Acidemic Senate. (3) The Academic Senate shall be the principal academic body of the University and shall, subjecl to the provisions ofthisAcl, the $atutes, fEAcademic Senate shall, in addition to allother power vested in it, have the following powers, namely: (a) To report any matter referred or delegated by the Board of Management (b) To make recommendations to the Board of Manage.ment with regard to the creatron, abolition or classification ofteaching post in the Lhiversity.and the emoluments and the duties attached thereto; (c) To appoint committee for admission to the University. (d) To make Regulations regarding scheme of Examinations and conditions on which the siudents shall be admitted to the examinations, degrees, diplomas and pre-university certifi cate or other academic distinctions; (e) To make arrangements through regulalions for the instruction, training and examination; 345 (D To consider proposal submitted by the Community College Development Council , Online Education Committee and the Board of Studies; (g) To make regulation prescribing equivalence of examination: (h) To make anangement for the conduct ofexamination and to fix date for holding them. (i) To make recommendaton to the Board of Management in regard to the appointment to examiners and if necessary their removal and the fixation of their fees, emoluments and trave'ling and other expensesi (j) To make regulation for declaring of the result of the various examinatiori (k) To amend or repeal any Regulations: (l) To award stipends, scholarships, medals, prizes and to make other awards in accordance with the regulations and such other conditions as may attached to the awards; (m) To delegate anyof its power to the Vice-Chancellor, the Controller of Examination or any committee or sub-committee or to any one or more officer of the University: (n) To publish lists of prescribed or recommended textbooks and to publish syllabus of the prescribed course of study; (o) To prepare such forms and register as are, from timeto time, prescribed by regulations; (p) ln the case of ditference of opinion among the members, the opinion of the majority of the member presents shall prevail; (q) Each member of the Academic Senate shall have one vote, if there shall be equality of votes on any question to be determined by the Academic Senate, the Chairperson of the Academic Senate or person presiding over the meeting, shall, in addition, have the casting vote. (r) lf urgent action by the Academic Senate becomes necessary, the Vice-Chancellor may permit the business to be transacted bycirculation of papers to the members of the Academic Senate. 346 (s) The action proposed to be taken shall not be so taken unless agreed to by the majority of the members of the Academic ' Senate. The action so taken shall b€ forthwith intimated to all members of theAcadem jc Senate and the papers shall be placed .before the next meeting of theAcademic Senate for confirmation. (t) To perform, in relation to academic matters, all such duties and to do all such acts as may be necessary for the proper carrying . . out the provisions oJ this Act and the statutes. (4) TheAcademic Senate shall meet as often as may be necessary but not less than two times during an academic year (5) One third of the total strength of the members shall be the quorum required for a meeting of theAcademic Senate. (6) Every meeting of the Academic Senate shall be presided over by the chaarperson of the Academic Senate and in his absence bya member chosen by the meeting to preside on the occasion. (7) The tenure of office of the members of theAcademic Senate other than ex-officio member shall be lhree years or till reconstitution, whichever is earliec (8) The members of the Academic Senate shall not be entitled to receive ' any remuneration from the University except such dailyand travelling allowances as may be prescribed. (9) --Notwithstanding anything contrained in this Act, the Chancellor shall reconstitute the Academic Senate once in three year 26, FFEnce Commlttee : (1) The Finance Commlttee shall consist of following, namely: (a) The Chancelior oi nis nominee' (b) TheVice-Chancellor (c) The Registrar (d) The Chief Finance Officer (e) One nominee of the State Govemment (0 One nominee of the Sponsoring Body G) Such other members co-opted by the Chancellor as special rnvitees. 347 (2) The Finance Committee shall be the principalfinancial bodyofthe University to take care of financial matters and shall, subject to the provisions of this Act, Regulations and Statutes, co-ordinate and exercise general supervision over the flnancial matters of the University. (3) Thefunction and duties of the Finance Committee shallbe asfollows;- (a) Make recommendation to the Board of Govemors on every proposal involving investment or expenditure forwhich no provision has been made in the annual budget and to which involves expenditure in excess ofthe amount provided for annualfinancial estimate. (b) Pr*cribed the methods and procedure and forms for maintaining accoundof the University. (c) To scrutinize and examine annualaccounts of the university and to advice to the Board of Management thereon. (d) To prepare annual budget and estimates and submit it to the Board of Govemors for approval. ('e) To review the financial position of the university from time to time. 0 To make recommendations to the Board of Management on all proposals invoMng the raising of funds, receipts and expenditure. The Chancellor shall preside over the meeting of the Finance Committee and in his absence, the vicethancellor shall preside. The Finance Committee shall meet at least twice a year. Three members of the finance committee shall form the quorum. ln the case of difference of opinion among the.memberE, the opinion of the maio ty of the fiember presents shall prevail. Each memberofthe Finance Committee shall have one vote, jfthere shall be equality of votes on any question to be determined by the Finance Commiftee, the Chairperson of the Finance Commlttee or person presiding overthe meeting, shall. in addition, have the casting vote. (4) (5) (6) (7) 348 (8) ln lhe event of a conflict of opinion at a meeting of the Finance Commitee, the issue shall be referred to the Chanc€llo( and the decision ofthe Chancellor in respect of such issue shall be final and brnding on the University. (9) lf urgent action by the Finance Committee becomes necessary, the Chancellor may permit the business to be transacted by circulation of papers to the members of the Finance Committee. (10) The action propos€d to be taken shallnot beso taken unless agreed to by the majority of the members of the Finance Committee. The action so tiaken shall be forthwith intimated to all members of the Finance Committee and the papers shall be placed before the next meeting of the Finance Com m ittee for confirmation. (11) to delegate any of its power to the Pro Vice-Chance llor, the Registra( the Director or any committee or sub-committte or to any one or more officer of the University. (12) to exercise such powers and to discharge such duties as may be confened or imposed on it by this Act, statutes and regulations; (13) The members of the Finance Committee shall not be entitled to receive any remuneration from the University except such daily and travelling allowances as may be prescribed. (14) The tenure of office of the members of the Finance Committee other than ex-officio member shall be three years or till reconstitution, whichever is earlier. (15) Notwithstanding anything contained in thisAct, the Chancellor shall reconstitute the Finance Committee once in three year.
