Meetings of the Governing Council - (1) The governing council shall hold ordinary meetings at such intervals as may be prescribed by regulations and a meeting may be convened by the Chairman at any time for the transaction of any urgent business. (2) The number of members necessary to constitute a quorum at a meeting and the procedure to be followed thereat shall be such as may be prescribed by regulations.
