Power to make rules - (1) The Government may by notification, make rules to carry out the purposes of this Act. (2) Without prejudice to the generality of the foregoing power, such rules may provide for-- (a) the constitution of the committee and the council; (b) the dissolution and reconstitution of the committee and the council and other matters incidental thereto; (c) the procedure to be followed for removal of members of the council; (d) the procedure to be followed by the committee and the council for the conduct of business at meetings; (e) the manner of summoning of the 2[joint meeting of the councils] under section 6, the business to be transacted at such meeting and the procedure for the transaction of such business; (f) the manner in which the accounts of the fund placed at the disposal of the council under section 8 shall be maintained and the application of and payment from such fund; (g) the directions to be issued by the Government to the committee and the council for carrying out the purposes of this Act; (h) the powers and functions of the Cane Commissioner; (i) the matters relating to the appointment and conditions of service of the Deputy Cane Commissioner and Inspectors to be appointed under sections 10 and 11 and their powers and functions;
