Special powers of magistrates - Notwithstanding anything in 1[section 32 of the Code of Criminal Procedure, 1898 (Central Act 5 of 1898),] it shall be lawful for a magistrate of the first class specially empowered by the Government in this behalf and trying any offence under this Act or any rule or order made thereunder to pass a sentence of fine not exceeding five thousand rupees on any person convicted for such offence.
