Power to declare varieties of cane as unsuitable for use in factories 5[or Khandasari units] - (1) The Cane Commissioner may, by order, declare that -- (a) cane of any variety grown in any area specified in such order is unsuitable for use in all or any of the factories 6[or the Khandasari units] situated in the said area; (b) ratoon cane of any variety grown in any area specified in such order is unsuitable for use in all or any of the factories 7[or the Khandasari units] situated in the said area;
