Power of survey, etc.- (1) If, in the opinion of the Cane Commissioner, it is necessary for the purposes of section 15 that a survey of the area from which a cane grower supplies cane to a factory should be made, he may by order provide for a survey of such area to be made in such manner and by such officers as may be prescribed.
