Vacancies etc., not to invalidate proceedings of council - No act or proceedings of the Council shall be invalid merely by reason if,- (i) any vacancy in or any defect in the constitution of the Counci1; or (ii) any defect in the election or nomination of a person as a member of the Council; or (iii) any irregularity in the procedure of the Council not affecting the merits of the case.
