Power to make regulations – (1) The Council may, with the previous approval of the Government, make regulations, not inconsistent with the provisions of this Act and the rules made under section 46, to carry out the purposes of this Act. (2) No regulation or its cancellation or modification shall have effect until the same have been approved by the Government. (3) The Government may, by notification, rescind any regulation made under this section and thereupon, the regulation shall cease to have effect.
