The Comptroller - (1) The Comptroller shall be a whole time officer and shall be appointed by the Board in the manner prescribed. (2) He shall be paid such salary and allowances as may be prescribed. (3) The provisions relating to conditions of service of Vice-Chancellor other than emoluments, registration, filling of temporary vacancies contained in sub-sections (3), (4) and (5) of section 11, shall apply to the office of the Comptroller subject to the variation that for the expressions "Vice-Chancellor" and "Chancellor", the expressions "Comptroller and "Board" shall respectively by substituted. (4) The Comptroller shall manage the property, finances and the investments of the University and tender advise in regard to its financial policy. He shall be responsible for the preparation of the budget and statement of accounts for presentation to the Vice-Chancellor. (5) The Comptroller shall be responsible for ensuring that no expenditure not duly authorized is incurred by the University otherwise than by way of investment and shall disallow any expenditure which may contravene the terms of any statute or for which provision is required to be made by the statute but has not been made.
