Statutes - Subject to the provisions of this Act, the Executive Council shall have power to make Statutes for all or any of the following matters, namely:- (i) the holding of convocation to confer degrees; (ii) the conferment of honorary degrees and academic distinctions; (in) the Constitution, powers and functions of the authorities of the University; (iv) the manner of filling vacancies among members of the authorities; (v) the allowances to be paid to the members of the authorities and committees thereof; (vi) the procedure at meetings of the authorities including the quorum for the transaction of business at such meetings; (vii) the authentication of the orders or decisions of the authorities; (viii) the formation of departments of teaching and research at the University; (ix) the term of office and methods of appointment and conditions of service of the officers of the University other than the Chancellor and Vice-Chancellor; 15 (x) the qualifications of the teachers and other persons employed by the University keeping in view the uniqueness of the objectives and requirements of the University; (xi) the classification, the method of appointment and determination of the terms and conditions of service of teachers and other persons employed by the University; (xii) the institution of pension, gratuity, insurance or provident fund for the benefit of the officers, teachers and other persons employed by the University; (xiii) the institution of fellowships, travelling fellowships, scholarships, studentships, bursaries, exhibitions, medals, incentives and prizes and the conditions of award thereof; (xiv) the establishment and maintenance of halls and hostels; (xv) the conditions for residence of students of the University in the halls and hostels maintained by the University and the levy of fees and other charges for such residence; (xvi) the delegation of powers vested in the authorities or officers of the University; (xvii) the admission of the students to the University; (win) the conditions of recognition of hostels not maintained by the University; (xix) the conduct of examinations, conditions and mode of appointment and duties of examining bodies and examiners; (xx) the maintenance of discipline among the students of the University and time honoured practices of the concerned denomination; (xxi) the fees to be charged for teaching, research, training, affiliation and for any other purpose; (xxii) the procedure for arbitration in case of dispute between employees or students of the University; (xxiii) the procedure for appeals to the Executive Council by students against the action of any officer or authority of the University; (xxiv)the constitution, terms and references of the grievances committee for the employees and students of the University; (xxv) the participation of students and research scholars in the affairs of the University; (xxvi) the creation, composition and functions of any other body which is considered necessary for improving the academic life of the University; and (xxvii) any other matter which is required to be or may be prescribed in the statutes.
