(1) There shall be constituted two Selection Committees one in regard to the appointment of Readers and Professors and the other in regard to appointment of the Lecturers. (2) (a) The Selection Committee for the appointment of Readers and Professors shall consist of the following persons, namely:- (1) The Vice-Chancellor or his nominee, who shall be the Chairman of the Committee; (2) The Dean of the School concerned; (3) The Head of the Department concerned; (4) The Chairman of the Post-graduate Board of Studies concerned; (5) Three external experts; (6) a nominee of the Chancellor; (b) The Selection Committee for the appointment of Lecturers shall consist of the following persons, namely:- (1) the Vice-Chancellor or his nominee who shall be the Chairman of the Committee; (2) the Dean of the School concerned; (3) the Head of the Department concerned; (4) the Chairman of the Post-graduate Board of Studies concerned; (5) two external experts; (6) a nominee of the Chancellor: Provided that no person shall participate in the meetings of the Selection Committee for any appointment if he is, or if he is near relative of, a candidate for that appointment; Provided further that no teacher holding a post lower in rank than the one to which appointment is to be made shall be a member of the Selection Committee. (3) Two-thirds of the members of the Selection Committee shall form a quorum for a meeting of the Selection Committee for the posts of Professors and Readers which should invariably include atleast two external experts. (4) Two-thirds of the members of the Selection Committee shall form a quorum for a meeting of the Selection Committee for the posts of Lecturers which should invariably include one external expert. (5) The procedure to be following by a Selection Committee in making recommendations shall be laid down by the regulations. (6) If the Executive Council is unable to accept the recommendations made by a Selection Committee, it shall record its reasons and submit the case to the Chancellor for final orders. (7) Appointments to temporary posts shall be made in the manner indicated below:- (i) If the temporary vacancy is for a duration longer than one academic year, it shall be filled on the advice of the Selection Committee in accordance with the procedure indicated in the foregoing clauses: Provided that if the Vice-Chancellor is satisfied that in the interests of work it is necessary to fill the vacancy, the appointment may be made on a purely temporary basis by a local Selection Committee referred to in sub-clause (ii) for a period not exceeding six months; (ii) if, the temporary vacancy is for a period less than a year, an appointment to such vacancy shall be made on the recommendation of a local selection committee consisting of the Chairman of the School concerned, the Head of the Department and a nominee of the Vice-Chancellor: Provided that if the same person holds the offices of the Chairman of the School and the Head of the Department, Selection Committee may consist of two nominees of the Vice- Chancellor; Provided further that in case of sudden casual vacancies in teaching posts caused by death or any other reason, the Vice- Chancellor may, in consultation with the Chairman of the School and the Head of the Department concerned make a temporary appointment of Lecturer for a month; (iii) no teacher appointed temporarily shall, if he is not recommended by a regular Selection Committee for appointment under these statutes, be continued in services on such temporary employment, unless he is subsequently selected by a local Selection Committee or a regular Selection Committee for a temporary or permanent appointment, as the case may be.
