Power to remove difficulties - If any difficulty arises in giving effect to the provisions of this Act, the Government may make such order not inconsistent with the provisions of this Act as may appear to them to be necessary or expedient for the purpose of removing such difficulty: Provided that no such order shall be issued after the expiry of two years from the date of commencement of this Act.
