Appointment of Chief *[Executive Authority] and his powers and functions - (1) There shall be Chief *[Executive Authority] for every *[Zilla Praja Parishad] who shall be appointed by the Government. (2) Every Chief *[Executive Authority] shall be liable to be transferred by the Government. (3) Save as otherwise expressly provided by or under this Act, the executive power for the purpose of carrying out the provisions of this Act, shall vest in the Chief *[Executive Authority] who shall,- (a) exercise all the powers and perform all the functions specially conferred or imposed upon him by or under this Act, or under any other law for the time being in force; and (b) lay down the duties of all officers and servants of, or holding office under *[Zilla Praja Parishad] in accordance with the rules made by the Government. (4) Subject to the provisions of this Act, and the rules made thereunder, the Chief *[Executive Authority], -
