Consolidated rates of combination of services - The Board may, from time to time, for ports developed and operated or operated by it, frame a consolidated scale of rates for any combination of the services specified in section 38 or for any combination of such service or services with any use or permission to use any property belonging to, or in the possession or occupation of the Board, as specified in section 39.
