Proceedings of University authorities or bodies not invalidated by vacancies - No Act or proceedings or any authority or other body of the University shall be invalid merely by reason of the existence of a vacancy or vacancies among its members or of any defect or irregularity in the appointment of a member of any authority or body of the University or of any defect or irregularity in such act or proceeding not effecting the merits of the case.
