Appointment of Officers & Servants - (1) Subject to the provisions of this Act the Board may have a Secretary, 7[XXXX] one or more Assistant Housing Commissioner and such other engineers, architects, Officers and servants as it shall deem necessary and proper for the efficient execution of its duties and shall from time to time prepare, for the sanction of Government, a schedule of the staff to be so maintained setting forth their designations, grades, salaries, fees and allowances, and their respective duties and may also determine which of the staff is to be maintained permanently and which temporarily: Provided that the Board shall set forth the designations and determine the grades, salaries, fees and allowances and inconformity with the arrangements prevailing and the schedule of rates in vogue in the establishment of the Government:
