Further Provision as to execution of contracts - (1) Every contract made by the 4[Vice-Chairman and Housing Commissioner] on behalf of the Board shall, subject to the provision of this section, be entered in to in such manner and form as may be prescribed. (2) A contract not executed as provided in this section and the rules made thereunder shall not be binding on the Board.
