Power to make contracts - The Board may enter in to and perform or require the performance of all such contracts as it may consider necessary or expedient for carrying out any of the purpose of this Act. 1[13-A. Appointment of Vice-Chairman and Housing Commissioner - (1) The Government may appoint a Vice-Chairman and Housing Commissioner to the Board, who shall be the Chief Executive Officer of the Board and he shall be responsible for implementing the resolutions of the Board or any committee thereof. The Vice-Chairman and Housing Commissioner shall also exercise such powers and perform such functions as may be entrusted to him by the Government. The staff borne on the establishment of the Board shall be under the administrative control and supervision of the Vice-Chairman and Housing Commissioner. (2) The Government shall pay in the first instance out of the Consolidated Fund of the State, the salary, allowances, leave allowances, pension and contributions, if any, towards the provident fund or provident-cum-pension fund of the Vice-Chairman and Housing Commissioner appointed by them for the Board, and it shall be subsequently reimbursed from the fund of the Board in such manner as may be prescribed. (3) The Government shall have power to make rules to regulate the classification and methods of recruitment, conditions of service, pay and allowances and discipline and conduct of the Vice-Chairman and Housing Commissioner.]
