Vacancy or irregularities not to invalidate the proceedings - (1) No act of the Board or any person acting as Chairman or member there of shall be deemed to be invalid by reason only of some defect in the appointment of such Board or appointment of such Chairman or member, or on the ground 4[that they or any of them were disqualified] for such Office or that formal notice of the intention to hold a meeting of the Board was not duly given or for any informality. (2) Any thing done or any proceeding taken under this Act shall not be questioned on account of any vacancy in the Board.
