Power to Construe laws, etc., - (1) Notwithstanding that no provision or insufficient provision has been made by or under this Act, any Court, Tribunal or authority required or empowered to enforce any law, appointment, license, permit or other proceeding, may, for the purposes of facilitating its application in relation to the district of Srikakulam, Visakhapatnam, 1[Prakasam], Guntur, Nellore or Kurnool, construe the law, appointment, license, permit or other proceeding with such alterations not affecting the substance as may be necessary or proper to adopt it to the matter before the Court, Tribunal or authority, as the case may be. (2) The Government may, by notification, specify the authority, officer or person who shall be competent to exercise such functions exercisable under any law, appointment, license, permit or other proceeding in force, as may be mentioned in that notification and such law, appointment, license, permit or other proceeding shall have effect accordingly.
