University open to all persons - The University shall, subject to the provisions of this Actand the Statutes, be open to all persons; but nothing in this section shall be deemed to require the University to admit, to any course of study,alargernumberofstudentsthanmaybeprescribed: Provided that the Government may reserve seats in the University Colleges for the members of the Socially and Economically Backward Classes and the Scheduled Castes and the Scheduled Tribes as specified under articles 341 and 342 of the Constitution of India in accordance with such principles as may, from time to time be determined by the Government in this behalf.
