Decision on question as to validity of membership, act or proceeding - Where any question arises whether a person has been duly nominated or appointed as, or is entitled to be, a member of an AuthorityotherthantheBoardorwhetheranyactorproceedingof anAuthorityincludingtheBoardisconsistentwiththisActandthe Statutes, it shall be referred to the Chancellor, whose decision thereon shall befinal.
