Expenditure on service - (1) The expenditure in connection with the service shall be met out of the Consolidated Fund of the State. (2) Notwithstanding anything in any other law for the time being in force the Government may recover from any person or industry in any area such contribution towards the cost of the portion of the service maintained in that area as the Government may from time to time, direct.
