Power to remove difficulties - If there is any difficulty/hindrance arises in giving effect to the provisions of this Act, the Government may make such order not inconsistent with the provisions of this Act as appear to them to be necessary or expedient for the purpose of removing such difficulty/hindrance: Provided that no such orders shall be made after the expiry of two years from the date of the commencement of this Act.
