Establishment and incorporation of the University - (1) There shall be established in and for the State of Andhra Pradesh, a University by the name of 1[Dr. Y.S.R. Horticultural University]. (2) The University shall consist of a Chancellor, a Vice-Chancellor, a Board of Management, an Academic Council, a Research and Extension Council, Board of Faculties and other authorities as set forth in the Act or as provided in the Statutes. 2 [(2a) the University shall be a teaching, research, extension and affiliating University.] (3) The University shall be a body corporate having perpetual succession and a common seal and shall sue and be sued by the said name. (4) (a) In all suits and other legal proceedings by or against the University, the pleadings shall be signed and verified by the Registrar and all processes in such suits and proceedings shall be issued to, and served on him; (b) In case of emergency or otherwise, the Vice-Chancellor may specially nominate any other officer in this behalf. (5) The University shall be competent to acquire and hold property, both movable and immovable, to lease, sell or otherwise transfer any movable or immovable property which may have become vested in or have been acquired by it for the purpose of the University, and to borrow money from the Central Government, State Government or any other approved sources and do all other things necessary for the purpose of this Act. (6) The head quarters of the University shall be at Venkataramannagudem in West Godavari District and it may extend to any place within a contiguous area of twenty kilometers around it.
