Collector and competent authority to have certain powers of civil court, - The Collector and the competent authority shall have, for the purposes of this Act, all the powers of a Civil Court while trying a suit under the Code of Civil Procedure, 1908 (Act 5 of 1908) in respect of the following matters, namely:- (a)summoning and enforcing the attendance of any person and examining him on oath; (b)requiring the discovery and production of any document, (c)reception of evidence on affidavits; (d) requisitioning any public record from any court or office; (e)issuing commission for examination of witnesses. 13.Protection of action taken in good faith, - (1) No suit, prosecution or other legal proceeding shall tie against any person for anything which is in good faith done or intended to be done in pursuance of this Act or any rules or notification made or issued thereunder; (2) No suit or other legal proceeding shall lie against the Government, Corporation or, as the case may be, the competent authority for any damage, loss or injury caused or likely to be caused by anything which is in good faith done or intended to be done in pursuance of this Act or any rules or notification made or issued thereunder.
