Proof of Unicore necessary for receipt of services - The State Government may, for the purpose of establishing the identity and the attributes of a core entity as a condition for receipt of a service for which the core data is required, require that such core entity to undergo authentication, or furnish proof of possession of a UNICORE number or in the case of an entity for which no UNICORE number has been assigned, such entity or its owner, as the case may be, makes an application for issuance of a UNICORE number: Provided that if a UNICORE number is not assigned to an entity, the entity or the owner thereof as the case may be, shall be offered alternate and viable means of identification for delivery of the service.
