Tribunal to report to Government- On the conclusion of an inquiry, the Tribunal shall report its findings to the Government 3[XXX]. 4[Provided that where a single member of the Tribunal holds an inquiry into a case as provided in sub-section (1) of section 6, he alone shall report his findings 5[xxx] and his report to the Government in this regard shall be deemed to be the report of the Tribunal for the purposes of this Act:] 6[Provided further that where such single member does not examine any witness and record evidence but only hears arguments in such an inquiry and reports his findings, the hearing of arguments alone by him shall be deemed to be an inquiry under sub-section (1) of section 6.]
