Appeals - Any person aggrieved may, within ninety days from the date of receipt by him of an order, appeal against such order, where it is passed by- (i) the Joint Executive Officer or Executive Officer under any provision of this chapter or any rules made thereunder, to the 3[Committee]. (ii) the 3[Committee] under any provision of this chapter or any rules made thereunder, to the Government: Provided that where an appeal against an order of the Executive Officer is being heard by the Board of 3[Committee], the Executive Officer shall not participate in the deliberations of the 3[Committee] in relation to the said appeal.
