Powers of civil court in respect of certain matters: For the purpose of the Act, the authority under sub-section (1) of section 50 or the Planning Officer or the Board of Appeal shall have the 71 same powers of a Civil Court while trying a suit under the Code of Civil Procedure, 1908 (Act No.XVI of 1908) in respect of the following matters, namely,- (a) summoning and enforcing the attendance of any person and examining him on oath; (b) requiring the discovery and production of any document; (c) receiving evidence on affidavits; (d) issuing commissions for the examination of witness or documents.
