Effect of preliminary scheme: On the day on which the Preliminary Scheme comes into force,- 1[“(1). all lands required by the Authority shall unless it is otherwise determined in Town Planning Scheme/any Special Development Scheme, vest absolutely in the State Government and Authority acting on behalf of the Government free from all encumbrances;”.] (2) all rights in the original plots which have been re-constituted into re-constituted plots / land shall be determined and the re-constituted plots / land shall become subject to the rights settled by the Planning Officer.
