Levy of user charges, - (1) In order to recover fully or partly, the capital and operational and maintenance expenditures incurred or likely to be incurred for the provision of utilizes, amenities, services or facilities, including external trunk and other infrastructure provided by the Authority, the Authority may levy and collect a charge from the users, hereinafter called the user charges.
