Appellate Authority - (1) Any person aggrieved by an order of the Registering/licensing authority refusing the grant of a license, cancelling or suspending a license under the provisions of this Act, may appeal to the Special Chief Secretary/Principal Secretary/Secretary, AHDD & Fisheries, Government of Andhra Pradesh, or his nominee, within thirty days from the date of receipt of order by him; (2) No order shall be made under this clause unless an aggrieved person has been given a reasonable opportunity of being heard; (3) Pending disposal of an appeal, the Special Chief Secretary/Principal Secretary/Secretary, AHDD & Fisheries, Government of Andhra Pradesh may direct that the order refusing to grant a license or the order cancelling or suspending a license shall not take effect until the appeal is disposed off; (4) The Special Chief Secretary/Principal Secretary/Secretary, AHDD & Fisheries, Government of Andhra Pradesh may, in dealing with any appeal preferred to him, may affirm vary or amend the order against which the appeal has been referred; (5) The decision of the Special Chief Secretary/Principal Secretary/Secretary, AHDD & Fisheries, Government of Andhra Pradesh upon an appeal shall be final and conclusive for all purposes what so ever, and shall not be called in question in any court of tribunal. 22 CHAPTER-X MISCELLANEOUS
