Temporary appointment of officers- Notwithstanding anything in this Act, and until such time as the authorities are duly constituted, the Vice - Chancellor may, subject to the prior approval of the Chancellor, appoint any officer 2[or constitute any Committee] temporarily to exercise, perform and discharge all or any of the powers, functions and duties of such Authorities under this Act.
