Act or proceeding of an Authority not to be invalidated by reason only of certain defects- No act or proceeding of any authority shall be deemed in valid by reason only, of any defect in the constitution of such Authority, of the existence of any vacancy among its members, or, of the invalidity of the election of any of its members.
