Any person authorised. by the MWlicipality in this behalf may after givin~ three' hours notice to the occupier or if there be no occupier to the owner of any building in Municipal area enter and inspect it all any time between sunrise and sunset where such inspection. appears necessary tor sanitary reasons: Provided that if the building to be' inspected is a stable for horses or a house or such tor cows or other cattle orevfous notice shall not be required before inspection.
