(1) Where any authorised officer hu reason to believe that any fishing vessel is being, or has been, used in contravention (If any of the provisions of this Regulation, or of any rule or order made thereunder or of~n~( of the conditions of the licence, he shall make a report thereof to the adjudicating officer.
