(1)"The Board shall meet at such times and places, and shall, suprect to the provisions ot sub-sections (2) and (3), observe such rules of procedure in regard to the transaction of business at its Meetings (including the quorum thereof) as may be provided by by~laws2 ’Prpvided'that‘tne Board shall meet" at least once in every two months: ’ i ' ' Provided further that when the Chairman decides that an emergency meeting of the Board shall be called in the interest of the Board, he shall fix the time and place for the same.
