Section 22

Power to make rules.

(1) The Central Government may, by notification in the Official Gazette, make rules to carry out the purposes of this Act. (2) In particular, and without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters, namely:-- (a) the procedure to be followed by the members in the discharge of their functions; (b) the inspection of technical institutions and Universities; (c) the form and manner in which the budget and reports are to be prepared by the Council; (d) the manner in which the accounts of the Council are to be maintained; and (e) any other matter which has to be, or may be, prescribed.
